Anyone can walk up to another person and start asking questions; however, this typically does not make for a good interview.
Conducting a good quality interview isn't about just asking questions. Specific types of questions must be addressed. Depending on the interview and person being interviewed, a certain tone/mood must be set. The interviewer must have well constructed open-ended questions. An effective interview will require planning and understanding of the subject being discussed and the person being interviewed.
